That detail is more significant than it first appears. Claims officers approach a report differently from a dedicated investigative programme. Their task is generally to determine whether the government may bear responsibility for alleged injuries or damages and whether a claim has legal merit. They are not primarily organised to build a comprehensive UFO case file, compare sightings nationally, preserve witness narratives for future study, or maintain a specialised archive of unexplained aerial events.
As a result, the documentary trail generated by the Cash-Landrum case followed the logic of a potential compensation claim. Consequently, later researchers had to search indirectly through operational records rather than through a specialised UFO archive. This created a practical problem.
